Request for Proposals for "Special Zones for Financial and Asset Management Businesses"
1.Background and Purpose
As the "Policy Plan for Promoting Japan as a Leading Asset Management Center" (published on December 13, 2023) shows, the Government of Japan makes efforts from a wide range of perspectives, such as a reform of Japan’s asset management sector and asset ownership. One of these initiatives to reform the asset management sector is the establishment of "Special Zones for Financial and Asset Management Businesses."
In these special zones, we aim to create an environment in which sufficient investments will be supplied to domestic growth areas such as startups by promoting new entry and expansion of domestic and overseas financial and asset management businesses, and attracting overseas investment capital. To this end, the national government and aspiring local governments work together to implement necessary support in collaboration with relevant government ministries and agencies, to promote the accumulation and expansion of financial and asset management services and the development of growth areas.
We solicit a wide range of proposals and requests from local governments to the national government to develop the details of its supports in these special zones. We will review proposals submitted in cooperation with relevant government ministries and agencies. Also, we plan to determine the target areas for these special zones, taking into account the implementation structure of the above initiatives by local governments, in addition to proposals presented.
