August 17, 2021 | Publication of the finalized amendments to the "Comprehensive Guidelines for Supervision of Insurance Companies" (pertaining to brokerage services in terms of operating lease transactions) <Summary> The FSA finalized the amendments to the "Comprehensive Guidelines for Supervision of Insurance Companies." The amendments expressly set forth in the Guidelines that insurance companies may conduct brokerage services in terms of operating lease transactions as "Other Incidental Business Operations." August 13, 16, and 18 2021 | Request for financial measures to deal with disasters caused by the heavy rain from August 11, 2021 (The Chugoku Local Finance Bureau, the Fukuoka Local Finance Branch Bureau, and the Kanto Local Finance Bureau) <Summary> The following Local Finance Bureaus alongside the competent Branches of the Bank of Japan issued statements titled "Financial Measures to Deal with Disasters Caused by the Heavy Rain from August 11, 2021" to the relevant financial institutions: The Chugoku Local Finance Bureau alongside the Bank of Japan's Hiroshima Branch (Statement issued as of August 13, 2021) The Matsue Local Finance Office of the Chugoku Local Finance Bureau alongside the Bank of Japan's Matsue Branch (Statement issued as of August 16, 2021) The Fukuoka Local Finance Branch Bureau alongside the Bank of Japan's Fukuoka Branch and Kitakyushu Branch (Statement issued as of August 16, 2021) The Saga Local Finance Office of the Fukuoka Local Finance Branch Bureau alongside the Bank of Japan's Fukuoka Branch (Statement issued as of August 16, 2021) The Nagasaki Local Finance Office of the Fukuoka Local Finance Branch Bureau alongside the Bank of Japan's Nagasaki Branch (Statement issued as of August 17, 2021) The Nagano Local Finance Office of the Kanto Local Finance Branch Bureau alongside the Bank of Japan's Matsumoto Branch (Statement issued as of August 17, 2021) The said statements request financial institutions in Hiroshima, Shimane, Fukuoka, Saga, Nagasaki, and Nagano prefectures* to appropriately deal with victims of the disaster considering their circumstances, such as by making the repayment of deposits flexible. * Matters related to financial measures in Hiroshima and Shimane prefectures are within the purview of the Chugoku Local Finance Bureau, whereas those in Fukuoka, Saga, and Nagasaki prefectures are within the purview of the Fukuoka Local Finance Branch Bureau, and those in Nagano Prefecture are within the purview of the Kanto Local Finance Bureau. Disaster-affected areas in those six prefectures are currently subject to the "Disaster Relief Act." If more areas in the prefectures become subject to the said Act, financial institutions in the prefectures will be requested to take measures in the same manner as above accordingly.
