The Expert Panel is composed of business, financial, and academic experts with observers of officials from pertinent ministries and agencies. The FSA (Strategy Development Division, Strategy Development and Management Bureau) serves as the secretariat.

Publication of the amendments to the FAQs on Capital Adequacy Regulation and TLAC (Total Loss-Absorbing Capacity) Framework in response to the cessation of LIBOR (London Interbank Offered Rate) <Summary> In response to the cessation of LIBOR (London Interbank Offered Rate), the FSA published the amendments to the "FAQ on Capital Adequacy Regulation" and the "FAQ on TLAC (Total Loss-Absorbing Capacity) Framework." The amendments mainly pertain to the introduction of transitional measures regarding certain eligibility criteria for regulatory capital, in which AT1 and Tier2 fall under the category of "subordinated debts" issued by internationally active banks, and to the clarification of the eligibility requirements for TLAC bonds issued by G-SIBs (Global Systemically Important Banks).
